State Referee Administrator (SRA)

Overall Responsibility

The SRA has the responsibility of overseeing the operations and administration of the Massachusetts Referee Program and supervises the administrative staff, the SDI, SDA, SARA, SYRA, SAC, and ARAs and, (2) serves as liaison between the National Federation and the MSRC.

Key Areas of Responsibility

The SRA shall possess administrative ability, knowledge of the Laws of the Game, ability to implement and communicate policies set forth by the National and State Federations.

Administrative Roles in conjunction with the SYRA, SDI, SDA, SAC

Submission of registration forms of all new and recertified referees, assessors, instructors, and assignors for the state of Massachusetts.

Determines qualifications for referees seeking upgrade, and submits papers to the National Federation of all qualified referees for FIFA, National, or state upgrade (ensuring all requirements are met and submitted to the SRA properly on the state level).

Oversees the overall budget for the State Referee committee.

Assists referees in the reporting of referee abuse and/or referee assault and forwards to the appropriate State Association when substantiated.

In conjunction with State Association having jurisdiction, may oversee complaints of referee misconduct.

In conjunction with the MSRC, selects and appoints the referees to major out of state tournaments (ie: USASA Region I Championships, Region I Select, and National Cup competitions).

In conjunction with the MSRC, selects referees to be considered for professional league assignments.

Oversees and implements programs to retain currently registered referees, assessors, instructors, and assignors.

Facilitates all interstate transfer applications, and coordinates transfers from overseas with USSF.

Makes sure there is a clear and direct communication with ALL members of the State’s referee program through the use of publications and other means.

Consults with

The SRA shall work in cooperation with the Referee Committee in administering the Federation referees within the State through which they are registered and shall serve as a liaison between the State Association and the National Federation. The SRA may be a member of the State Board or Executive Committee, but shall not be the President or Chief Officer of the State Association.

Term

The SRA shall be appointed for a specified two (2) year term and may be reappointed. The State Referee Administrator (SRA) shall be jointly appointed by the Adult and Youth State Associations within the State. (A mutually acceptable nominee will be selected by the Referee Committee and the Board of Directors when the State Associations cannot agree.)
